The installer for XQuartz in 10.15 is broken from my side. However, I was able to use “Pacifist” to install the necessary given files. Then XQuartz would bounce from the dock but close immediately. After viewing the Contents of the XQuartz app you’ll find a directory: Contents/MacOS/X11. From there if you launch the X11 script you are able to actually start a working instance of X. For now I have just created a symlink in /usr/local <brew install directory> to suffice for the time-being until this issue is resolved.
