Just another data point which  I saw this after upgrading Catalina to 10.15.2:
    After successfully starting X11, if I try to use Spotlight to make X11 be 
on the menubar, i.e. switch context to X11, I get
   The application "X11" can't be opened

Very weird. Looks like some ACL thing going on. Any thoughts?

other app.  (5) Try switching back using Spotlight. Spotlight finds Xquartz (or 
X11) but menubar does not switch context to show Xquartz (or X11) menubar.  (6) 
Try switching back by clicking on original icon that is in 
Applications/Utilities/Xquartz (or Applications/MacPorts/X11), menubar does not 
switch context to show Xquartz (or X11) menubar.  (7) Clicking on Xquartz (or 
X11) icon in DOCK switches context successfully. XQuartz (or X11) menubar 
appears.
I have never seen this problem prior to Catalina. I have not seen any other app 
behave this way as well on Catalina.
This Xquartz and X11 is a complete fresh install and so is there some security 
switch that I need to throw to allow the correct context switching for Xquartz? 
Has anyone seen this as well? Catalina bug?
