It sounds like what you want is would be a good GSoC project: a tab-host "superframe" into which any number of xterm instances could be nested using the -into option. Meanwhile, you may find tabs are not so indispensible as might seem. When I start X on my machine, I have a tiny script that starts 9 xterms, each with a single-digit title signifying the Spaces desktop it belongs to. I move each xterm to its Spaces desktop. Thereafter, Cmd-<N> takes me to the nth desktop, because it's the nth X client. For example, cmd-5 takes me to Desktop #5. The idea works just as well for N xterms on one desktop, if multiple Spaces isn't appealing. There's a little utility xtermset(1) that lets you control things like the xterm's titlebar and background color. Those give stronger visual clues about the context than whatever you can cram into the tab.
