[x265] Report of possible issues with L-SMASH multiplexer, v2.7+14/+17

There is a report in the doom9 forum that multiplexing HEVC with L-SMASH's muxer.exe fails since v2.7+14 to v2.7+17; there was a SEI clean-up in between.
