I think it's more likely to be the right answer when the documents to
be merged are asymmetrical, meaning that one of the documents "drives"
the merging process. If your rule-set will be stable, that helps,
though XSLT isn't unique in that respect. XSLT gives you good control
over the patterns and rules, but may be harder to write (or not,
depending on the exact nature of the rules).
