This change fixes a conformance problem with the spec. We used to always
use the context node as a base to resolve relative URIs when we should not
have. It may be that the stylesheet needs to be fixed to follow the spec.
Please take a look at the first paragraph of section 12.1 in the spec,
regarding calling the document function with only one argument, when that
argument is a nodeset.
It may be worth having us take a look at the stylesheet to make sure that
this is indeed an error in xalan. Could you please send us a copy of the
stylesheet?
