XSLTC does not handle case-order attribute of xsl:sort

Tthe best resolution would be if Java were improved
to provide classes for case-order, rather than XSLTC. 
For now, we can resolve this with a release note. 

I'm changing the state to REMIND so we will remember to 
put in a release note if this problem does not go away 
as a result of changes in the standard Java platform.
