If we can't find a sentence in some W3C spec that says the namespace name MUST be a valid URI, how can we determine whose job it is to enforce that (alleged) rule? And by the way, what is Xalan doing with those names that cares about the leading //? Shouldn't we only be checking string equivalence to the name in other namespace declarations?
