When parsing the document that contains the internationalization, Xerces reports a fatal error and refuses to parse the document. As a result, DocBook cannot find the information it expects, and the stylesheet is not processed as expected. I'm going to have to investigate this to see if it's a parser bug, or if the parser is indeed reporting an proper error.
