Peter's understanding of how a URI reference that begins with a single slash 
should be interpreted is consistent with the URI RFC [1] - see Section 5.1 and 
the example in Section C.1 that shows that the relative URI "/g", when resolved 
with respect to the base URI "http://a/b/c/d;p?q";, should resolve 
to "http://a/g";.
