Summary: element-available and function-available should permit
                    non-literal argument

XSLTC currently reports an error if the argument to either of the element-
available or function-available functions is not a literal string. This is not
a requirement of XSLT 1.0.

Note that supporting non-literal values entails fixing bug 26698 as well.
