element-available and function-available should permit non-literal argument

Henry,

 I agree with you that this violates the spec. However, it is less clear to me
how useful this is. Personally, I think the argument should have been a literal
in the first place given that's how most stylesheet will use this functionality
in practice. Fixing this will almost certainly increase the size of the runtime
system.
