(e.g., some xsl:number tests might be useful in other encodings) In other words, if you find a case that has another output encoding, and that encoding is not relevant to the test case, then the encoding should be changed to UTF-8. There are large numbers of test cases where the encoding of the stylesheet itself is ISO-8859-1.
