"Outputting the bulk of a document unchanged" is pretty easy in XSLT -- just let the "identity transform" rules run, writing templates to define special processing of those nodes you want to alter. But I agree it's wordier than sed, and requires editing a stylesheet, so a front-end to quickly create and execute these identity-plus-small-change requests interactively from the command line might be a useful tool.
