m_cdatatTagOpen is a flag to indicate if one is in the middle of writing out:
<![CDATA[ ....
and aids in merging CDATA or in writing out a closing ]]>
It can't be good to have identical instance variables, but with the one in
ToStream hiding the one in its super class.
It just can't be good.
The fix is to remove the definition in ToStream.
