This describes how we're supposed to deal with third-party works: [1]. There is a draft policy[2] describing which licenses are acceptable in third-party works included with distributions of ASF works. The copyright notices appear to be innocuous, but as the files are not covered by licenses that are explicitly permitted, the draft policy indicates that explicit requests for approval should be sent to the legal-discuss mailing list.
