The latest Xerces and Xalan's MsgCreator.exe are building fine. The
instructions for building Xalan with ICU on this page:
http://xml.apache.org/xalan-c/build_instruct.html#locale aren't
applicable to the new Xalan. Has anyone had any success with this?
That file is created by MsgCreator.exe when it runs. Are you sure it
executed properly? If you've built Xalan-C in the same build tree, but
used a different localization option, make sure you do a clean before you
build.
