Allow building as static library

The current build environment allows for building Xalan as a DLL, but not as a
static library. It would be useful to allow building Xalan as a static
library. This would require additional handling for defining
XALAN_PLATFORM_[EXPORT|IMPORT]. Additionally, the projects should be updated
to support the new build configurations.
