Sorry, that's how the XSLT spec says to do, so Xalan is conforming
appropriately.
See http://www.w3c.org/TR/xslt#output, specifically section 16.1, where
it notes: " The XML declaration should include both version
information and an encoding declaration"  

I don't think we have a Xalan-specific way to turn this off, sorry.
