No, they should be working; we've recently checked in a number of automated tests into test/tests/extensions that verify this.
Are you using the default xalan mode or are you explicitly trying to use xsltc mode? Xsltc does not yet support most of the extensions that have been in xalan for a while. (They plan to in the future, but first have to get full JAXP coverage and more stability/conformance) If you can't debug it any further, then you should probably enter a Bugzilla report about this with a complete xsl stylesheet that can be used to reproduce the problem.
