org.apache.xml.resolver.Resolver. It's in the xml-commons 1.0b2 release.
The parser seems to ignore the setting of this Class as EntitiyResolver at the underlying XMLReader. In spite of the CatalogResolver configured so that it prefers public Ids, it tries to load the file located as systemId, which is of course not there (that's why catalogs should be used).
