Kinda hard to run a stylesheet to debug a NPE that occurs when starting up
the engine to run stylesheets :). I am running the nightly build from 5/22.

For some reason... the tomcat WebApp class loader does not pick up the
properties file from an unjarred implementation. I had to move it to the
common classes directory to have it found. Dont know why.
