It isn't obvious. I still don't really understand context class loaders
myself. If I can find a good summary/tutorial, I'll post it or a pointer to
it. I _think_ it's related to per-thread security settings, but don't take
my word for it.

The important points for us seem to boil down to (a) if a context class
loader can be retrieved, we should always search it first,, and (b) finding
out whether it's available involves calls that weren't available in Java
1.1.8, so our attempts to retain back-level compatability force us to do
this test via reflection.
