Without wanting to start a thread on xml-commons, I don't think it should
go there.  xml-commons should be a repository for very stable APIs and very
highly used implementation classes like perhaps a QName class.  We should
always be very careful about what goes into xml-commons... otherwise you're
risking spaghetti.
