The Xalan team didn't have a choice. All XSLT processors must do the
same thing, which is to follow the XPath Rec. To convince yourself that
this is the case, you could go to Dave Pawson's vendor-neutral XSLT FAQ:

and choose the "Namespaces" line item. You'll see that thousands of
stylesheet writers have questioned or complained on this topic.
