Hope this mail would not sound surprise to you in any way.I did not meanth
to contact you through this way but due to work engagement in the opening of
the new national stadium and all that.Do accept my apology.
I am Eng Michael Adams, The Chairman task force for the construction of Abuja
National Stadium.I was directly assigned to oversee the construction and
building of the stadium.The contract of constructing and building of the
stadium was awarded to a consotum of companies like;BOUYGUES CONSTRUCTION
COMPANY from France,CHINA CIVIL ENGINEERING CONSTRUCTION COMPANY,led by JULIUS
BERGER CONSTRUCTION COMPANY a German company based in Nigeria.The stadium has
been completed and commissioned.The total amount spent was US$278,745,000 while
award sum was over invoiced by me and my colleagues to the tune of
US$464,576,000.
Now the contract has been fully completed and paid for,the contractors having
received their payments have severed the contractual agreement,this leaves the
sum of US$185,830,000 left over as a result of the over-invoicing.This
outstanding payment was processed as a payment for a phase of the contract
which was awarded to a servicing/support company.The documentation was properly
done to ensure that when we find a suitable associate, his company will be
presented as the company that executed that phase of the contract.A sub-leasing
agreement documentation will be prepared to clearly indicate that this phase of
the contract was awarded by the consotum that executed the main project to our
associate.This way there will no hinderance for the associate to process the
release of the payment from the central bank of Nigeria through the federal
ministry of finance.
With our positions as civil servants,I and my colleagues can not commence this
release processing on our own, for one thing it has to be a foreign company to
have credibility and secondly we are not allowed to own and run individual
companies while in the employ of the federal government.Therefore, we are
looking for a reliable person abroad who can assist us to secure this payment
and have it transferred into his account abroad.For this reason we decided to
contact you in the firm belief that you are a person of intergrity and good
will.
Having said this, it is very imperative that you understand some very salient
but cogent points which are crucial to the matter.First, this requires a high
level of confidentiality,secondly if you agree to work with us on this
project,speed is very great importance.We need to have this concluded in the
shortest possible time to avoid any complications, then we will need your
assurance that you will release our own share of the fund when the payment has
been made into your account.However, let me assure you that very highly placed
officials in government are involved so success is guaranteed as long as we
have your undivided committment and you can guarantee safety of our share of
the fund.
