Updated API Draft

After far, far too long I was finally able to post an update to the API 
last night. I still need to update the reference implementation and test 
suite. I could really use some help if anyone has some time. You can see

There is also a new implementation out there now for the eXist database, 
it should be pretty close to current. Hopefully once we get the test suite 
updated and enhanced we can start looking at real interoperability issues 
between impls. We should at least have the reference impl, dbXML and eXist 
to work with, and Ozone as another possibility.

Things are moving slowly but we're still making progress.
