Nope. They go together, but requirements don't always derive from use cases. Some requirements are just constraints on the implementation. Spent a lot of today doing google-earthy things after my backpacking trip in Rocky Mountain National Park (see http://www.panoramio.com/kml/?user=1953735 for instance). And since I'm running a trail race next Saturday, I gotta take a few hours to run today... and time's a-wastin'.
