Yes, the Wiki sections are generally written up by users who get something working and then decide to share what they've done. Unfortunately, too many of these instructions are so specific to one release of the OS that they become outdated very, very quickly. Few wiki authors go back and fix them up constantly, and it is extra hard to do so given all of the hassle we have with user accounts on the Wiki (it was once so common for bots to register and vandalize the wiki with spam that we had to lock down the registration process to the point that it requires manual intervention). The Mint page still mentions CVS, which means its at least 3 years out of date.
