There are two areas in Xastir that have USNG: One is under File->Configure->Coordinate System.
The other is the Map->Coordinate Calculator. This can also be brought up from the Object/Item Create menu from right-clicking on the map. If you put a coordinate into the calculator in UTM or lat/long it will spit out 6 different coordinates including MGRS/USNG when you hit the "Calculate" button. If you originally brought it up from the "Create Object/Item" menu then the "OK" button will paste the coordinate into your object/item you're creating. I created an Android app that is similar to the Coordinate Calculator as well. Not open-source though. We use it in the local SAR.
