There's a comma prior to the colon in the header. Could that be a
digipeater field with non-ASCII characters or non-printable
characters?

There shouldn't be a comma right before the colon character.

I haven't compared the rest of the characters (the payload) against
the APRS spec yet. I might get time to do that later today. The type
of packet would be '`' while the position would be "5a)l 4Y/" (there's
a space in there making it 8 chars). Probably a "Compressed" packet
per the spec?
