Not so odd.

Turns out that the 2006 tiger files have changed fields, and new versions
of GDAL know about that.

But when I have been generating TIGER/Line files from the 2006 data, I was
using a very old version of gdal, which didn't know about the new fields and
simply gave the fields the old names.

Jason Winningham and I have been processing 2006 Second Edition files for
the last couple days, and he reported the same problem you had with his new
files --- but my files all worked fine.  The reason is that change in names.

So what we're gonna do is let Jason build all the rest of the files with his
new GDAL, and I'll commit a new dbfawk file with the new signature.

In the meantime, if you want to use the newer files  you generated,
try this:

  cd /usr/local/share/xastir/config
  sudo cp tgr2shppoly.dbfawk tgr2shppoly_2006.dbfawk
Then edit tgr2shppoly_2006.dbfawk and change the two fields "RS_A15" and 
"RS_A16" in the dbfinfo line to "UACU" and "URCU" respectively.

Your new files should then display properly and stop giving the mismatched
signature issue.
