Something isn't right in your Festival setup if you're not able to
connect. You should be able to:
telnet localhost 1314
and then type:
(SayText "Hello")
To test it w/o Xastir (with the parenthesis). See the FAQ for a
couple of problems/fixes.
Do you have a firewall running that would prevent a connect to that
port on the local machine?
