Old QDox version and ParseExceptions due to package level annotations

Actually this is not a bug of the maven-plugin itself but of one of its
dependencies. According to the parent pom the maven-plugin still depends on old
QDox 1.6.3. This version cannot handle package level annotations correctly
(throws a ParseException), see http://jira.codehaus.org/browse/QDOX-143 and
http://jira.codehaus.org/browse/QDOX-98.
