Addon.xml versions now per XBMC conventions, reduced general log spam (but
increased debug logging), reduced data usage (backgrounds updated once a
week rather than once a day), and semi-effective workaround for weird
Openelec bug where the second time the addon is run and PIL is imported, it
crashes....
