please remove the empty includes, they produce warnings in the logfile:

case sensitive issue, the filename is TV.jpg, but you use tv.jpg in your
code:
MyPVRChannels.xml:

fallback="special://skin/backgrounds/tv.jpg">$INFO[Skin.String(Home_Custom_Back_TV_Folder)]</texture>
Settings.xml:
