forwarders could contain that list but nameserver should only be the
master, if it is the nameserver.   What is in your /etc/resolv.conf

Well I seem to have figured out the problem but I'm not entirely sure
why.  Perhaps I encountered a bug...

Somebody had updated the nameservers stanza in our site table to include
a comma-delimited set of IP's containing our other DNS servers.  When we
reverted that to just the one IP of the xcatmaster and reinstalled the
test node it ran all the postscripts properly.  Go figure...
