Bob.   Stop service xcatd  stop and make sure all the xcatd processes are
stopped.  ps -ef | grep xcatd  and kill any left over.   Then start xcatd
and then try your makedns -n.
We have a work item to fix this problem with the xcatd not stopping
correctly.

Just wanted to update it.

I sametimed with Bob, and logged onto his server just now, found this
problem is caused by the unknown status of xcatd, I used "XCATBYPASS=yes
makedns -n", and it can create the .jnl files in /var/named directory, so I
restarted xcatd on the mn, now makedns works fine.

Hi Sun,
 I did check the ownership of /var/named. It was indeed wrong.
However it did not improve the outcome..
Still get the error.
