OK, I went back and rebuilt the whole image from scratch and ran the
same commands and now the ramdisk version seems to boot OK, even
though it is using the stateless initrd.

I'd guess it must have been pilot error (or a local failure in
temporal causality), though it's hard to see what I may have missed!
