SO I am using the internet repo to update xcat and I have found the error.
Under the rh* directories in the xcat-deps bz2 that Lissa referenced, 
grub2-xcat exists. However, it is NOT present under the SL5/6 directories.
To workaround this issue at the moment, I have SCPed the file to the server and 
ran a yum localinstall against it to satisfy the broken dependency.
