At the beginning I thought it was caused by the new xCATcommand makentp. 
Then I finally traced it down to the /opt/xcat/sbin/xcatconfig command. 
This script is run to configure xCAT management node when xCAT is first 
installed. The ntp code has been there since 2012.  We need to discuss 
what to do with it. Obviously it is not very good to trash customer's 
existing ntp configuration.  There are 2 options.
1. Do not automatically setup ntp. Just let customer run makentp command 
after xCAT is installed if they want to.
2. Do ntp setup, but save the original ntp.conf file to ntp.conf.orig

What is your preference?
