Steve,
What we’ve usually done when we need these types of packages is to use 
yumdownloader on the management node. We figure out all the packages we’ll 
need, including dependencies, and with the proper repo configured on the 
management node call yum downloader for each package. Keep them all in one 
otherpkgs directory and each time we add or remove packages just re-run 
createrepo on that otherpkgs directory. Then just use “otherpkgs” as described 
in the xCAT documentation.
