https://xcat-docs.readthedocs.io/en/stable/references/coral/known_issues/genesis_base.html I tried using the genesis builder, and the system genesis boots. I had been using: xCAT-genesis-base-ppc64-2.14.5-snap201811160710.noarch.rpm which appears to be the latest in the repo.
