Did you use copycds to create your osimage definition or did you create it
manually?
What xCAT version (lsxcatd -v) are you using?
Here is an example of a working osimage:

Change your osimage pkgdir to match the example above and see if it works any
better:
chdef -t osimage sle15.2-x86_64-install-compute pkgdir=/install/sle15.2/x86_64
Also, you appear to have some files missing from your pkgdir compared to the
files present on my test system:
