Just to follow up on this: Security people changed default VM builds with /tmp (and others) now mounting with noexec option in fstab. Not the first thing I considered checking but by removing that option xCAT is working just fine. Scrips to run are written in /tmp and if it is mounted noexec the scripts can't run. It cost a lot of time, rather sad, but I could have caught it sooner. Thank you for the responses.
