Because, with Gatekeeper off (why? There is zero reason to do so), Mac OS X hasn't verified that Xcode isn't corrupted, so it doesn't clear the quarantine flag. I also run OS X Server, and Gatekeeper is still on there. For the (VERY!) rare occasions I need to launch an application that isn't signed, I use the contextual menu to Open the application. -- Glenn L.
