Yeah, did that just start happening? I don’t remember it in the 7.0 betas, but 
I’m seeing it now in the 7.1 beta.

In this case I’ll wager it’s a bug, since even I (who generally like UI 
animations) agree with you that it’s useless. I’m guessing that maybe they 
create the table row at a small size and then increase its height (to fit the 
text) immediately afterwards, and that triggers an animation to grow the cell. 
Whereas they should be creating the row at the proper height initially.
