Your client have to purchase an Enterprise Account from Apple and distribute the IPA build using one of the methods available for that kind of account including Email, Website, Manually or Automated to a bunch of registered devices.
The last one requires some middle complex setup so you must definitely read B2B and other Enterprise distribution manuals.
