Maybe it is this (still open) bug:

I try make sure that all external GPS devices have a fix before I press 
"Fly" on XCsoar and that XCsoar is running for a few minutes before take 
off. This seems to help contain the above bug but it still takes a while 
to converge on a believable wind vector.

This bug is only applicable to "zig-zag" wind with an external TAS 
input. However other hardware devices have problems with "circling" wind 
calcs due to "road traffic friendly" data filtering by the GPS engine.

What hardware are you using?
