... like KDE's servicemenus which have been there since sometime in KDE 2. 
those are actually accomplished using the DesktopAction feature of the 
.desktop file spec; it also supports things like preconditionals on mimetypes, 
application existence and dbus calls (the latter two are X-KDE entries, so not 
strictly in the standard)...

 for more advanced things there are full-on C++ plugins, but things like 
Thunar/sendto/ and KDE's servicemenus are completely doable without adding 
things to the .desktop file spec.
